How playing time is managed across Bedford Eagles age groups and levels of competition.

Our Approach to Player Development

Bedford Eagles follows an athlete-centred development pathway designed to support players as they progress from introductory basketball through recreational and competitive play.

Playing-time expectations change as players become older and move into different levels of competition.

The rules that apply to a U10 or U12 player are not the same as those that apply to an older Competitive (REP) player.

U10 & U12 – Equal Play in All Divisions

At U10 and U12, the priority is player development, participation, skill-building and giving every player meaningful opportunities to be involved in the game.

Mandatory Equal Play

Equal playing time is required at U10 and U12 in all divisions.

This is not simply a Bedford Eagles coaching preference. Coaches are required to follow the applicable Metro Basketball League equal-play rules.

A player should not finish the game with more than a one-shift difference from another teammate, subject to the applicable league rules.

Player Shifts Are Tracked

Player shifts are recorded during the game by the scorekeeper.

Coaches must manage their rotations within the league’s equal-play requirements. This may mean a coach is required to substitute a player even when that player is performing well or the game is close.

Equal-play requirements remain in effect regardless of score, game importance, tournament setting or individual player skill.

Late Arrivals & Early Departures

Where a player arrives late or must leave early, coaches must apply the league’s equal-play requirements to the portion of the game in which the player is available to participate.

U14 Playing Time

U14 Competitive (REP) – Division 1 & Division 2

Playing time is not guaranteed to be equal.

Coaches determine playing time based on a combination of:

  • Attendance and reliability
  • Basketball skill and execution
  • Position and team needs
  • Score and game situation
  • Attitude, effort and team-first behaviour

U14 Recreational (REC) – Division 3 & Higher

U14 REC uses a combination of structured equal play and open substitution.

First three quarters: Mandatory tracked shifts are used and equal-play requirements apply.

Fourth quarter: Shift tracking ends and coaches may substitute freely based on game situation, matchups, player attitude and team needs.

U16 & U18 Playing Time

U16 & U18 Competitive (REP) – Division 1 & Division 2

Playing time is not guaranteed to be equal.

Competitive (REP) teams operate in a performance-based environment while continuing to support long-term player development.

Coaches may consider:

  • Skill and ability to execute team concepts
  • Position and in-game matchups
  • Attendance and commitment
  • Attitude and ability to respond to coaching
  • Effort and competitive intensity
  • Score, game flow and tactical requirements

U16 & U18 Recreational (REC) – Division 3 & Higher

Metro Basketball League rules do not require equal playing time at these age levels.

Bedford Eagles REC teams should nevertheless strive to provide reasonably balanced playing time over the course of the season.

Where a significant imbalance occurs in one game, coaches should make a reasonable effort to address it in future games where circumstances allow.

Competitive (REP) Attendance Requirements

Competitive (REP) roster positions require a higher level of attendance and commitment.

These requirements apply to Division 1 and Division 2 Competitive (REP) teams.

75% Attendance Requirement

Competitive (REP) players are expected to maintain at least 75% cumulative attendance across scheduled team activities during the season.

This includes practices, league and exhibition games, and mandatory team activities.

Failure to meet the attendance requirement may result in reduced playing time and, depending on the circumstances, a review of the player’s continued roster eligibility.

Three Consecutive Missed Practices

If a Competitive (REP) player misses three consecutive team practices, the coach may review the player’s participation and playing time.

The head coach may determine:

  • Whether the player will participate in an upcoming game
  • How much playing time the player will receive
  • What the player must complete before returning to the regular game rotation

The player must successfully return to and complete a scheduled team practice before being fully reinstated into the regular game rotation.

What Does Coach Discretion Mean?

Coach discretion does not mean playing time decisions should be arbitrary.

Where equal-play rules do not apply, coaches are expected to make playing-time decisions using the factors outlined in this policy, including attendance, effort, skill, team needs, position, behaviour and game circumstances.

The purpose is to balance individual player development with the needs of the team and the level of competition.

Families considering Competitive (REP) basketball should understand the additional attendance, practice and competition expectations before accepting a Division 1 or Division 2 roster position.

Common questions about playing time and attendance.

Is playing time equal at U10 and U12?

Yes. Equal-play requirements apply at U10 and U12 in all divisions. Player shifts are tracked and coaches must manage rotations in accordance with league rules.

Is playing time equal on a Competitive (REP) team?

Not at U14, U16 or U18. Division 1 and Division 2 Competitive (REP) playing time is not guaranteed to be equal and may be influenced by attendance, skill, team needs, effort, behaviour and game situation.

What happens in U14 REC during the fourth quarter?

Does attendance affect Competitive (REP) playing time?

Yes. Competitive (REP) players are expected to maintain at least 75% attendance, and attendance may be considered when coaches determine playing time.

Does one poor game mean a player will receive less playing time?

Playing-time decisions should be based on the overall factors in this policy rather than one isolated mistake or moment. Coaches consider development, performance, effort, attendance, team needs and game circumstances.
